Filters in map

Dear All,

I need a map all over Italy with different companies, a network of car sellers where each ball represents a company. each company has a connected city and, in many cities, there is no seller. I would like to create a city filter, also containing the cities where there are no sellers and, if I choose any city, it zooms in on that city but also shows the companies present in the other cities. Currently, if I filter any city, the map shows only balls/companies in that city.
