Decomposition tree custom tooltip

I am a seasoned Power BI user, but I have never developed custom visuals.

My question is mainly about feasibility:
I am using a decomposition tree in a dashboard, but I need the tooltip to only appear when hovering over the last of levels.

Would you think that this is possible and easy?

How would that work?  Dashboards are not interactive unless you had pinned the entire report page to a tile.

Tooltips will appear over all levels.
