Custom matrix with all range

Hi all,

I log accidents on our factories. For each, I have 2 importants values : 

• Actual Severity : from 0 to 8
• Potential Severity : from 0 to 8

We have an excel file with a matrix like this :

 

How can I reproduce this visual in PowerBI ?
