While creating two different reports using the same data set and two different slicers brings in inconsistant data. For example, the Hierarchy Slicer brought in the correct percentage rate from the source data, when using the regular slicer - the percentage was off by .11 of the percentage. I had to make all of the slicers the same in each visualization to get the same result. This seems like an error in Power BI with one of the visualizations.
