Connect custom data to map

Hello People,

I'm trying to display custom data when I click on particular areas of Australia (SA4 statistical regions).

I've been able to add a reference layer through ArcGis which has the SA4 regions, however I want to link my custom data to each SA4 region. so If I click on a region such as below, my additional data will display (the data showing  was just automatically there).

Can anyone point out how to do this? or another way not through ArcGis?
