Capability Wheel Visual

I'm new to Power BI and I have limited coding experience so please bear with me! I'm trying to create a capability wheel like the example below. Can anyone please help me with how I can create this visual?

If you can't get one of the AppSource visuals to do it (e.g., Sunburst), you should be able to make it with the Deneb or Charticulator visuals (or maybe PlotlyJS). This video gives and intro to all 3.
