Can you use a tooltip in a table to display description

Is there a way to show additional data in a table for one field IF the field has conditional formatting to display a YES or NO?  

In the screenshot below, the Go to Green plan would have either a Yes or No displayed.  The Yes, when clicked on or hovered over would display data pertaining to that project.  Is this possible through tooltips?

When Yes is selected or hover over, it would display the detail for that project.

I think so.  You'll need to use a visual that can render line breaks.
