I'm looking to build shape map using Land Parcel ID as the location source. I know shape maps are able to map polygons, but I'm struggling to figure out how to convert the Parcel ID into a usuable format to use in the location field of the shape map. My questions are:
1) Does Parcel ID contain enough information to map a polygon in the shape map?
2) What conversion/tools are required to get Parcel ID into a usable TopoJSON file?

The parcel IDs are a county’s identification number of each tract. The components of the Parcel ID consist of county sections and where the tract is located relative to the county. You can go into a GIS website and search for a property, each tract will have a unique Parcel ID (structure may vary among counties/states).
In my case, we have an excel spreadsheet with the Parcel IDs provided to us in their own column. This would be an example of the format: ##-##-##-###-###.###-###
you may want to explain what Parcel ID means and from which system it is coming from.
