Blinking shape/icon on an image

Hi, 

Is it possible for Power BI to have a blinking/flashing shape/icon on an image or custom visual depending on the conditional formatting of my specified column of data? I do not want the blinking icon to be on the table/columns.

Please insert the Blank Button Insert > Button > Blank
In button > Button Style > Fill (here you can add animated blinking/flashing shape/icon)
In color function, please try to use condition measure which overlay the icon.

Condition measures wasn't able to be input as a field value in the conditional formatting. How am I able to set the flashing icon to pop up when my column value shows 1 and disappear when it shows 0?
