Visual to render tooltip rather than follow the mouse pointer

I would like a visual that I can place on the canvas and size that would render the tooltip rather than follow the mouse.

This way I can place the tooltip visual on the page and it will remain in that space but the text/visual would change based on what the mouse hovers over.
