rajasekar_o  - what does your data model ( relationships ) view look like? 

 

Are you using the RLS with different roles? What DAX or how have you created the roles if so?

sales and cluster is related with many to one relation
cluster and superuser related with many to many relation 
RLS DAX :

BM:'CLUSTER'[EMAIL]=USERPRINCIPALNAME()
RM:'CLUSTER'[RMMAIL]=USERPRINCIPALNAME()
SUPER USER:'SUPER USER'[EMP ID]=USERPRINCIPALNAME()
