Thanks everyone,
i have "solved" the problem by placing multiple visuals side by side, creating the desired effect
a major problem with this approach is the amount of time one would invest if there e.g. 80 countries in the datamodel. The question that arieses here is, is there a way to automate plotting visuals???
Super UserAnonymous exactly that's the best you can do, you cannot drive the color based on Yes/No (red/green)

Great solution you came up with! I wouldn't imagine it is that cumbersome to create a side-by side solution as you have created for a number of countries. Surely you can create a "master" chart, duplicate and use the filter pane to allot each country?
On another note, you can of course resort to creating custom visuals using R, of which I am completely ignorant though I did come across this example which does seem to point towards what you were looking for:

Anonymous you need to use line and clustered column chart
and put % on line values. and format pane, under shapes, change turn on Stepped
