After thoroughly reviewing the details you provided, I was able to reproduce the scenario, and it worked on my end. I have used it as sample data on my end and successfully implemented it.Dax Measure For Tax Zone Classification:
Tax Zone Classification = SWITCH( TRUE(), 'White Land Tax'[Land Status ( Developed / Undeveloped / Partially Developed/WIP)] = "Partially Developed", "Partial Tax", 'White Land Tax'[Land Status ( Developed / Undeveloped / Partially Developed/WIP)] = "Undeveloped", "Full Tax", 'White Land Tax'[Exemption from WLT (Yes or No)] = "Yes", "Tax Exempted", "Full Tax" )I am also including .pbix file for your better understanding, please have a look into it:
