Locking Header Rows in grid/table

In Power BI, locking (freezing) rows in a table visual is not natively supported. There’s no built-in way to freeze the top N rows of a Table or Matrix visual so that they remain visible while scrolling.

Thank you for reaching out to Microsoft fabric community forum.
At this time, Power BI does not support locking or freezing rows in a Table or Matrix visual only columns can be frozen in Matrix visuals as mentioned by ajaybabuinturi
As a workaround you can display your USL–LSL reference rows in a separate static table placed above your main table visual. This way, the reference data remains visible while users scroll through the rest of the table.
