I think you should refer to the develop power bi visual nor the option to override the available appsource

The option you are trying to use is for Test a Power BI custom visual before submitting it for publication:

I tried all these steps but it didn't work before I posted here.
It works for me within https://app.powerbi.com/, but what I need is for it to work locally.
