Admin Portal issues: If you would like to view all admin settings, you should have Fabric Admin privilege in your tenant. Make sure you had admin access in O365 Admin Portal

Shortcut issue: You will not see a separate workload of shortcut in items. You can see only that option at respective workload like below (Lakhouse shortcut)
