Admin portal - Tenant setting

Hello everyone, I have a question that the PowerBi Pro lincense can unlock the Tenant setting after turned on the "Fabric Administrator" roles or I need to upgrade to Premium lincense??

    Licensing and admin privileges are separate things in Power BI. Admin roles in Power BI (or Fabric) are directory-level roles, not tied to whether the user holds a Free, Pro, or Premium licence.
     
    Roles that can unlock tenant settings are:
    • Global Administrator
    • Power BI Administrator
    • Fabric Administrator

    You don’t need Premium just to unlock tenant settings. A Power BI Pro license combined with the Fabric Administrator (or Power BI Service Administrator) role is enough to access and manage tenant settings in the Admin Portal.

    Premium (Per User or Capacity) is only required if you want advanced features like larger dataset sizes, dedicated capacity, or enterprise-scale performance not for tenant setting visibility.

  • It seems your admin account does need at least Fabric Free license as well as Fabric Administrator (or higher role) before it can access the Power BI Admin Portal --> Fabric Admin Portal

    "To access the admin portal, you need a Fabric license and the Fabric administrator role."

     

    My cloud admin account did not have M365 or Power BI license assigned so I was unable to access Tenant Settings in Power BI Admin Portal as it kept redirecting to the screen where it shows "Your organisation has blocked access to Fabric Free". 

     

    I assigned my admin account the MS Fabric Free license in M365 Admin Portal / Billing / Licenses and was then able to access admin portal without being redirected.

     

    It's just a bit silly that we need to assign a license (even though free) to a cloud admin account to access the admin portal - and this is not at all clear in the process.
