Basándome en tu imagen, creo una tabla.

Luego introduzco el código DAX como mencionaste.

Measure 2 =
SUMX (
    VALUES ( 'Table'[Key] ),
    SWITCH ( TRUE (), SELECTEDVALUE ( 'Table'[Key] ) = "A", 100 )
)

Me dará el Total.

Creo que puedes consultar HQ Other, asegúrate de que esté en la tabla. También debe asegurarse de que su función SWITCH esté configurada correctamente y que tenga un valor predeterminado. Compruebe si la función SELECTEDVALUE devuelve el valor esperado.

Your dax has text and number, because of this with the context of total the engine doesn't know what to calculate and you get blank.
if you need different calculations based on level take a look at isinscope() function:
