why PB Usage Metrics undercount users

I have crated a report and share it from my personal workspace. I then shared the report with 20 users. one of the users (my line manager) told me she has viewed the reports several times during the past days, but her email is not appearing my the usage metrics reports. 

Is there any possible explanation?

There are quite a few reasons why this might not appear.  If you look at this article (in the considerations and limitations) you will see some of those reasons.  Monitor usage metrics in the new workspace experience (preview) - Power BI | Microsoft Docs

I know that what I have done once is to try and use the API's to create my own metric report and that might be helpful if you have some of these limitations.
