undefinedCould it be a problem with microsoft license control?

A user with a power bi pro license (user A) has published a dashboard to a workspace.

Another user (user B) who only has the power bi free license, who even comes from outside the company, is able to view the dashboard normally.

I had stated that this would not be possible, and that user B would necessarily need a Power BI Pro license.

I have already validated that User B's license is actually Free, and that User A's company does not have any premium capabilities.

Could it be that the problem is in Microsoft's license control? Can anyone help me?
