1. Verify that the user has the same license as all other users, and if so, whether the license has expired.
2. Did you give this user access? This can be confirmed in manage permissions.
3. You mentioned that there are users who can access this report and users who can't, have you compared the difference between the two?

Hi Alisa, Thank you!
1. The user has the same Pro licens as other users and the dataset and report in the same workspace as the datasets and reports of other users.
2. The premision and roles are the same - viewer. I checked in the report's premissions.
3. I compared the difference between this users and the others - No differences.

Is this user who can't access your report using the same account as the other users? Does it belong to the same tenant? Have you tried resharing your report to him?

Hi,
The report is shared by link to an external user in our 365, like other users that doesn't have this problem.
It looks like more Security/IT things in the user's eviroment, and I try to understand how the user can resolve it.
