It is possible to send a report via email to userson schedule, but PDF format is not possible.

Users can set up an email subscription for dashboard or report following the guide in this article, Power BI will email a snapshot of the dashboard/report to users' inbox based on the schedule that users set.

Be aware, this would be after you share the dashboard/report with them. They would need access to see the report first, then would be able to add the subscription as described above.
