row level security and permitions

Hello,

I have a doubt regarding row level security in Powerbi Service.

I created a poerbi report with RLS for country, or brand,  like that :

The report has only one table and it works with direct query.

Also, very important: the report is empty and it is created for users to edit it, it means they edit it in powerbi service or analize it in excel by themselves or even connect with the model in excel.

After creating roles I assigned people to each role.

All users has all permitions (build and read and share) because they need to analize it it excel, and they connect from excel too to build them own visualizations.

The problem appears when I want to test roles.

When I try to test it with the role “France” it works fine but when I try to put person who is assigned to France I have this massage:

 Does it mean that the users shouldn´t have build permitions?

How can they use the inform and build them own visualizations or analize it in excel if they don´t have that permition.

you need to assign users to these row level security that you created.
