can a deleted report from a workspace be restored in the same workspace?

You can't resotre a deleted report but you can restore a workspace. Maybe you could connact the support and let them recover it for you.

Any new solutions on how to restore reports from a workspace if they were accidentally deleted. Again workspace was not deleted but the reports inside the workspace was deleted.

AFAIK, there is now way you can restore a deleted report. There is no such feature available in Power BI. There are some ideas in the forum whic you can vote for.

If you are using OneDrive or Sharepoint location as your source control then you have to Re-Publish.
