I have a report which is pulished publicly. I would like to know how this report is publicly available.
Is the report can be seen on Google by searching or microsoft puts this report in any public library where randomly can be accessed ?
If I do not share the public link with any other person, then also can that person access my report by any way ? Because, I think to access that report one should have the public link generated by Power BI then only any other person can access that report.

There is no security at all on a report published to the web. Google and other search engines can see it and there are scrapers that look for them. You don't even have to send the link to anyone. It just exists, and will be captured.
Assume if you publish to the web, anyone in the world can see it with enough diligence on their end.

MCSA: BI ReportingCorrect. It is meant specifically for public info. You'd want to use AAD B2B sharing for something secure outside of your org.
