previous report versions

Currently, when we publish to the cloud we save over the current version of our report.  Does the cloud keep a copy of the version that was saved over?

What do you mean version?  If you mean Power BI desktop version, it is required to open the downloaded pbix in the current latest desktop version.

If you mean source/version control, there's no such a feature at this moment, you can check this idea and vote it up.
