issue in report access
Hi Minakshi
You can ask the dataset owner to manage dataset permissions by clicking the ellipsis beside a dataset and selecting Manage permissions. If the user only needs to read the report, you can give him Read permission. If he wants to create reports based on the dataset (or other operations which need build permission), you can give him Build permission. You can determine what permissions you want the users have when first sharing report with them. You can also change their permissions later via the method in below image.
Please refer to below link for more details about dataset permissions.
Build permission for shared datasets - Power BI | Microsoft Docs
Kindly let me know if this helps.

Minakshi The cause is probably with the user's license as other two users can access the report without any issue. Can you confirm which license he has? If the report is in shared capacity and the user only has a free license, he still cannot see the report though you have given him access. He will need a pro license to see the report unless the report is in a premium workspace.
Reference: Find out which licenses you have
HI Minakshi ,
This error is fairly explanative, it is stating that you have shared a report with somebody that doesn't have access to the dataset. If you are wanting the other user to see the report as is you will have to give them access to the data. BUT, if you give them access to the data, they may be able to see everythng in that database and you might not want that and it might be a security issue. You may think about sharing a dashboard or an app if you are trying to limit the users' ability to access the dataset itself.
I would appreciate Kudos if my response was helpful. I would also appreciate it if you would Mark this As a Solution if it solved the problem. Thanks!
