The error typically represents an issue related to capacity limits in a Power BI Premium environment. This can happen when too many operations are being processed at the same time, such as data refresh or dataflow deletion, on the same capacity.
Review the current load on a Power BI Premium capacity. If possible, try to perform the deletion during off-peak hours, when fewer operations are processed. This helps avoid hitting capacity limits. For more information about managing capacities and understanding limits, visit:

Ensure that the dataflow you're trying to delete isn't being used by other resources or as part of a larger pipeline that might be preventing its deletion. Sometimes, data flows are interconnected with other components, and removing them can affect those dependencies.

If you're using Dataflow Gen2, it's important to note that when you create your first Dataflow Gen2 in a workspace, you provision certain projects that are shared by all dataflows in the workspace (for example, Lakehouse and Warehouse projects).
