You cannot subscribe free users or groups from a Non Premium workspace

I am trying to subscribe a collegue to a Power BI report and I get the following error message:   You cannot subscribe free users or groups from a Non Premium workspace   What does this mean and ...

    Yes this is resolved.  The users that had an E5 license that received that error message had never logged into Service before.  After they logged into Service for the first time, then I was able to subscribe them to a report with no issues.

Did this get resolved?  If so, how was it resolved?  I'm seeing the same message when trying to add another user with a Power BI Pro license.  I have an E5 license and I can add myself and receive the subscription email, but I get this same message when adding the user with a Power BI Pro license.
