Wrong calculation of percentage and total of annual budget

Hi,
 
We are developing a financial dashboard where we would like to see what we expect to invoice each month. Each month we expect a percentage of the annual budget. The percentage differs from each customer. The monthly percentage can be found in the table “Periodisering”. See picture 1.
 
In the table “Kundebudget” we have the yearly budget distributed throughout segments. See picture 2.
To calculate how much we expect to invoice each month we have created a measure which takes values from the two tables. 
 
Expected per month=SUM(Kundebudget[Budget])*SUM(Periodisering[percentage]).
 
This measure works fine when selecting a customer and a specific month. See picture 3. But when we are not filtering on month or customer and just want to see the total expected (100% of the annual budget) it does not work. 

It seems to sum all the percentages from each customer and each month which gives us an extremely high number. Instead it should show us e.g. how much of the budget is expected to be invoiced in january for all customers. See picture 4.
 
* FIY we have removed the row called "År" in the table "Periodisering", which is 100%. 
 
Does anyone know about this problem? We think it might have something to do with our calculation or that it does not know that when no month is selected it should take 100%
