Why can All Desktop users access all Dataflows

How do we restrict Power BI Desktop users from the Dataflows they have access to in the Online Service?

 

We have created a pretty robust security system in our online Service regarding what users have access to what datasets and reports as well as who can see what dataflows.

 

However, any user that has a Desktop app with a login can see all dataflows in the service; regardless or not of their permissions on the workspaces.

 

We want to give more users the desktop app, but there are dataflows that some of these users cannot have access to. Is there something I'm missing?

These seem as though they are external to Micorosoft  and Power BI Services. Is there nothing in the Power BI Service to lock this down?

Please try to turn off this button in Admin Portal->tenant setting:

Thank you for the reply, We have disabled for the Entire Orangization, this still allows any user logged in from the Power BI Desktop app to see all Dataflows, no matter on thier security settings in that Workspace.

 

I dont get why the Desktop application ignores all secuirty setting for a users?

Please try set these external users without any dataset permission to check.
