Which Licence to use?

I am extremly confused with options. I have to setup a power bi dashboard. Premium capacity is out of range, PPU would need others also to have PPU to access and download data.
Which licence should i choose so that i have a workspace of approx 100GB and can share my dashboards within organization with my collegues to which they can also download the data and i be the admin of the same to manage accesses.

    I do not understand some of your requirements:

    • what does 100GB mean, the size of a single dataset?
      Basically the size of the dataset determines the licensing you have to choose. If your largest dataset is only 1GB, then you can use Pro licensing
    • what does " ... they can also download the data ..." mean?

    Only Premium Per Capacity allows report consumers without a paid license accessing content (shared with a Power BI App to them). All other licensing models require the consumers to have a license, either Pro or PPU.

      Thanks for your response. In a simple language i meant to say is Which licence should we procure if there is a space requirement (Meaning dashboards are heavy and total of dashboard space can even go upto 100 GB), Sharing availability (meaning what i create and publish as admin can be used across organization irresopective of they having licence) & availability of data (meaning who so ever have the access to those dashboards can also download the data using export options) and finally from cost prespective in case we do not want to go for Premimum Capacity because it is 4500$ per month

        this will not be an easy decision ...

        That said, as Premium Per Capacity is not an option, you have to go with Premium Per User, because of the size.
        Please be aware, that not a Dashboard is carrying the data, it's the dataset. Here you will see the a comparison of licensing and the features: https://powerbi.microsoft.com/en-us/pricing/#features-compare-charts
        What you have to keep in mind is the following, everyone who has access to the "Dashboard" requires a Premium Per User license. If " ...across organization ..." If this means that people outside of your organization are accessing the "Dashboard", they nees a license. You can create an on-borading process that assigns a PPU license to users, for users inside your organization and outside your organization.

         

        You might consider creating a Power BI Embedded application, as it is cheaper as licensing Power BI Premium Per Capacity, not sure if this will become cheaper than Premium Per User (maybe in the long run), but you have "free users".
