With new requests, dependable who is the "owner", you can receive a request by outlook notifying you when someone makes a request. In that mail, you can see as well what their argument is to gain access to it.
However, when a workspace and its app is shared, I sometimes see requests passing that I haven't received a notification for. How do I read the optional text box to why a person believes they should have access?

I agree that in the Power BI Service this cannot be seen.
I would vote for an idea here for this to be implemented: https://ideas.powerbi.com
The only current option is to then email the people asking them once again for the reason. I know it is not the best but is the only way I currently know of.
