Using APP to share Reports from PPU to PRO users. Works for some PRO users but not not all
According to a number of articles, pro users should be able to access APP published reports from Fabric and PPU workspaces. I have tested this and it does work for some users that have PRO licenses but for other users with PRO they get a notice that PPU license is required.
I know that non PPU users cannot build reports or access the workspace but since I read that using an app is a way to get all PRO users access to reports, I confirmed that and it works for users with PRO. But today, another user (same tennant same PRO license) would get the popup warning to update there license to PPU and could not access the app reports.
Since I can no longer request MS support (even though I have a PPU license which seems not all that supportive) I figured I would start here. I know people will tell me that all users need PPU but I have verified that this is not generaly true as long as you publish the report using an APP and granting AUDIENCE acess. I also know that with Fabric capacity all PRO users are also supposed to have REPORT access to all FABRIC reports so that is another option but it makes no sense to me why some PRO users can access the PPU reports using the APP AUDIENCE but some users cannot.
Permissions and access are so convaluted, it hard to know who has access to which features.

Pro can view ppu only when the report is in an app and the user is in that app’s audience, and removing the user once, adding back, and republishing the app is the step.
and I think the idea “pro can’t view ppu at all” is not correct.

This was my take away from the MS articles that I read but a lot of users seem to disagree. Today, I double checked and now even users who had full access to the reports are now getting the PPU feature/upgrade popup. At this point, I think MS documents are absolutely not clear about access to app published reports and seem to imply that no license is needed to consume reports from apps even with "Premium capacity/F64 or higher" but in reality they are enforcing PPU license for "Premium Per User - Reserved" capacity.

Also the term "Premium Capacity" seems to means Fabric "F-SKU" and excludes "Premium Per-User P-SKU". So the term "Premium capacity" is vague and misleading as they should just use the term Fabric capactiy.
With MS long extended migration from the old PRO/PPU model to the new Fabric model, licensing is more confusing than ever and everything is geared toward getting you to just buy Fabric Capacity at this point. So, its not all that surprising that most of the community is just accepting this as a "know restriction" since they probably already upgrade to Fabric.

To put it simply, if you have a semantic model that is in PPU workspace, all users who consume that report via an app connecting to that semantic model in PPU workspace will need Appu license. And I think this is where it is coming in, in that some of your reports are in Pro and some of your reports are in PPU and that is why you get these differences. If you can, please confirm.
Yes these are PPU models and reports derived from those all in a single Premium workspace. I understant your take on it. Just seems there are others who, like me, believed apps could publish to non-ppu licensed users.

free users can only view reports if the report is sitting in a workspace backed by an F64 or higher capacity. Anything lower or PPU and all viewers require a pro license.

On F SKUs smaller than F64, each user viewing Power BI content must have Pro, PPU, or an individual trial. On F64 or larger, users with only a Free license and a viewer role can view Power BI content.
This too was my understanding (if PRO than GO with Apps publsished reports) but that no longer works. As I metioned all the users I am testing with have PRO license (not free).

PRO users can't access PPU content, I would be surprised otherwise...
may they have started a PPU trial?
Last week, when I checked, I made certain they did not have a trial. Or so I though. But I checked with two users last week and I was trying to confirm access so I know to check if they had a temp license. And they do not this week. So, unless both users had it last week and expire just a few days later, and I am remembering it diffrently, than I suppose that is possible however unlikely.

Have you had a chance to look through the responses shared earlier? If anything is still unclear, we’ll be happy to provide additional support.I did but there seems to be 2 camps. Many users just accept tha PPU capacity means PPU license is required in all cases wheras myself and a few others seem to believe, in the past at least, when you publish through the APP and not the workspace, PRO or even Free licenses users could access the reports.
With all the reading I have done, its clear that no single MS page explains all aspects of this the same way or very well but my guess is, if/when I ask official support, they are going to state PPU capacity reports cannot be viewed (even through app publishing) PRO users. I think the root of my cofusion is that the term "Premium Capacity" really means Fabric "F-SKU" (i.e. Fabric F64 or better) and excludes "Premium Per-User P-SKU". So the term "Premium capacity" is vague and misleading as they should just use the term Fabric capactiy.
