Problem sharing Reports (PPU to Pro)

So I have a Power BI Premium account, I have a premium Workspace with all my dataflows that are automatically updated (yes, all the dataflow has to stay in this premium workspace). The thing is, I need to share some visualizations with PRO license users, so I created a new non premium workspace and put all the the reports there, when I tested with a PRO license user it worked, so I added everyone from my team, but now they are complaining that they can't see the reports, saying that it needs Premium version, so I checked again with the person that helped me with the testing and he said it was all fine, I tested with another PRO user and he said he couldn't acess it. Can somebody help me with this matter? What can I do so everyone can acess it?

    Your test user must have looked at the wrong workspace. Content from PPU workspaces can't be viewed/accessed by Pro users:

    And also at the end of that page:

    "You cannot have a dataflow run in a PPU workspace, be imported into a Power BI dataset in another workspace, and then allow users without a PPU license to consume the content."

     

    If you could create dataflows in a PPU workspace with a single user then re-use these dataflows in Pro workspaces, that would completely defeat the purpose of a "per user" licensing model.
