Post PatronUsers Cannot Pin Tiles and Share Dashboards
Hi everyone,
I have published dashboards that I created to the Power Bi Service and shared to them the organization.
I also created an organizational pack in order for others to use and share my dashboards.
Users that I shared my dashboards can view the dashboards but cannot share them to other users or pin the tiles of my created dashboards to their own personal dashboards. Their access level to the dashboards are set as "Read and reshare" since I don't want them to accidentally delete my work. I'm not sure why they are not unable to pin tiles and share dashboards.

If I understand your question correctly another person cannot pin your dashboard tiles to another dashboard.
Do they get the option of the pin button?

These persons cannot pin tiles in my dashboard to his created dashboard in Power BI service. The "pin tile" button is also missing in the ellipsis from the dashboard and report itself.

- GilbertQHi there, when you share a dashboard they get a read only copy. When it is read only it will not allow them to pin dashboard tiles.
If you want them to create and pin their own tiles they will need to be a member of the app Workspace and have permissions to edit which will allow them to create their own dashboards and then pin tiles.
