Specific user is unable to access Power BI dashboard

Team,

 

Here is my problem statement - Created a dashboard, added users and its working perfectly fine. However, couple of users are unable access it as I am as admin unable to add them to the users list who have access to that dashboard.

 

Those specific users have Power BI licence allocated to their account. Other users with same email domain its all working fine and I am able to add them as well to the list.

 

And strange thing is they are able to access other dashboard. 

 

When trying to add those specific users - receiving below error message :-

    Please check the below :

    • Verify if the workspace access is controlled via a security group and add the users in Microsoft Entra ID
    • Check dataset permissions and ensure users have required access (Read/Build)

    In Microsoft Power BI Service, access is controlled at multiple layers, not just dashboard level:

    1. Workspace access
    2. Dataset permissions
    3. RLS (Row-Level Security)
    4. Build permission
    5. Group-based access

     Your issue is almost certainly failing at one of these layers for that specific workspace. Please check in all layers.

  • Please clarify your terminology.  Is this Report Server or Power BI Service?  Workspace  level access or app access?  When you say "Dashboard"  do you mean Report ?
