User Metric Report

My company's management is pushing everything staff to use the published powerbi report and want to monitor the activiry of the users for how much or how frequecy they are using the report.

One of the user can access only 1 report (report A)  and we can check from the log inside Azure to confirm that he is having 6 login last 7 days. And he is a normal user which can access the report only without any editting ability.

However he is not in the Usage Metrics Report of report A, What counld be the reason he is not in the list?

    This might be a bit about which version of the Usage Reports you are using.  The newer version has some better logging built within it.  That said, if a user is viewing and not interacting with a report (particularly if they just have it up on their browser and leave it open for long time periods) and don't actually edit or otherwise interact with it, then the Power BI Usage Metrics won't report it as an interaction.  

    Power BI Usage Metrics tracks opening, navigating, interacting, export, filtering or slicing but not necessarily just viewing.

    Also, the user has to be using the same sign in that you are expecting to see.
