Upgrade to Power BI Pro message

Can this message be changed to says something like "You need to let the developer of this report know that their Workspace need to be promoted to Premium Capacity"?

We have Power BI Premium.  However, not all workspaces are Premium.  We require developers to let us know what workspaces should be promoted to premium.  We've done our best to educate content developers that they need to have their workspaces promoted, but that message hasn't gotten through to our entire organization.  When report viewers get this message, they are needlessly putting in requests for a Pro License.
