Unable to share report with specific users
Unless the Admin has turned the feature off you should be able to share with people outside your domain. I guess it’s the “new” share dialogue that’s getting in the way.
Now when you go to "Share Report" you get a "Send Link" dialogue, click on the three dots at the top to the left of the X. From there you can select "manage permissions" . Then on the Manage Permission bar click the + next to "Direct Access". That gives access to the old grant access dialogue, where you can enter the external recipients (You’ll get a warning) then click "grant access".
Of course unless you have a Premium licence the recipient will need to have a Power BI “Pro” licence or better.

Thanks for getting back to me on this.
I wanted to share it via a sharable link. I did not want to give dricet access to users to the report.My question is: Can you think of any reason why it is accepting some and rejecting some user email addresses while they both come from the same external organisation?
