I have pro licenses and I already have 2 user groups created.
Now I can't create new user group.
Same error also happened to my colleague. We all have pro subscriptions.

Hi @keithpoplar,
The PBI group creation is now controlled by the group creation in Exchange online. Please go and have a check in your O365 tenant whether group creation option is disabled.
