USERPRINCIPALNAME() not working on Service

I use the Path on a Staff  table for Row Level Security ... For some reason ., one of them stopped working for some users it is totally skipping the role security ... have not found a pattern other than ... when I do a Test as Security Role on the Service  it shows my login on the card I have the userprincipal() name on ...   I changed the security from the security from the path contains logic to a simple email and they still do not work ... but some do ...  they are both in the role list ...  both have viewer access to  the workspace ... Had the users actually test and they are seeing everything  which is a major problem ... 

When I test on the Power BI Desktop ( October Version ) , the View As Role typing the Email works ... 

Any help or guidance of what to do would be helpful , the one that is broken is a high priority report

Remember that RLS is ineffective for Workspace members with Edit permissions and above.

Can you confirm that the users are still members of the defined roles in the service?

RLS has been defined in PBI Desktop and then published? Just ruling out that it's not this known issue: https://docs.microsoft.com/en-us/power-bi/admin/service-admin-rls#known-issues.
