I am a Power BI Pro License user and I'm trying to add alerts function on dashboards through power bi service. I had follow the document (link: https://learn.microsoft.com/en-us/power-bi/consumer/end-user-alerts#who-can-set-alerts ) steps but I can't find the "Manage alerts" button. As the photo below I could only see five selections in the ellipsis.
Could someone help me to figure this out, thankyou!

Have you defined a panel first? Otherwise, you won't be able to use alerts. You should first pin the graph (using the following icon):
