Just we want to track that who has removed emails in security section. I checked in Admin portal but do not see any deleted user relevant activity.

Hi @Narukkp ,
You can track user activity in Power BI, and the Power BI Activity Log contains a complete copy of Power BI activities in a JSON array. You can export activity events to a Blob store or SQL database using a management application based on the Power BI REST API.
More detailed information can be found in the documentation:Track user activities in Power BI - Power BI | Microsoft Learn
In addition, this document provides examples to help you get started. These examples include scripts that use the Power BI Administration PowerShell module to retrieve data from the activity log. After determining the type of activity data you need, you can mix and match these techniques to generate a script that best suits your requirements.

Hi Narukkp
I don't believe it is possible to do what you want to natively in Power BI.
One option, is to assign members to an AD group instead, and add the AD group to the RLS rule.
You can monitor, log and audit changes to the AD group through other tools, and ensure that the correct people are assigned.
However, this will of course not solve your issue if people go and remove your AD group from the RLS rule.
