I am not using a measure at all. It's simply a column from a table which gets filtered automatically based on the mouse hover over the data point on the line chart. so basically power bi would simply get the column value for the selected value on the line chart which will always be a singular value.
Size of the data is too small as well.
Would it be possible to share a copy of the PBIX if the data isn't sensitive? I can take a look if you wish, it's difficult to see what the issue could be without seeing how things are set up.
Do we yet have an ETA for the fix on the Report Page Tooltip not loading?
