The short answer is Yes.

 

This is how I tested it.  I went ahead and created a new group in PowerBi.com.  That also created a group in my Office 365 and also in AD which means it also got an email address associated with the group.

 

I then was able to create a content pack, pick Specific Group and entered the group's email address in the text box.  When members of that group went to Get Data->My Organization, they were able to see the new content pack.

 

So it is possible...

Hey Andre, 
    I have a follow up question- is there any way to share a content pack with a group created within Group Workspaces? I'm sure I'm not the only one who would like to produce reports in my own workspace, and then deploy those reports via content packs to a workspace with viewing, editing, and contribution permissions.It looks like there is currently only a way to share with individual e-mails or an entire organization - nothing in between.

I'm loving all of the updates! I've been testing out content packs and have a question about deleting data once you've opened a content pack

as you can see, there is no way to delete a report uploaded with a content pack. 

Think of a content pack as a read only app.  You can personalize one by making a copy of standard content and then modifying it to your needs.  The only thing you can do with a content pack after you consumed is it to personalize is or to delete it by deleting the content pack data set.
