Tenant settings

HI all

My company has a Power BI Service Pro license and there is a main tenant based in the UK.  We have a number of users in another geographic region (ME), and we want to be able to setup a "sub-tenant" (if there is such a thing).  The aim is to divest the geographic admin to that region admins,  have direct costs attributed to them but stay under the overall tenant arrangement as we will need to start cross sharing datasets, apps etc.  

Is this possible?  Is there another way to do this
