Template Apps advice

Hello everyone, i want to get some advice. I want to find the best way to create a Template for my organization. Till now i've looked into Teamplate Apps. Could this be the best way to create a Template? My final view of the product will be a Template with generated reports with the possibility for anyone to upload their dataset, (from an PostgresSQL DB with an enterprise Gateway setup) that my team will provide. If the Teample App is the best solution, how a report should look to be compatible with a Template App, what should i change into one?
