Is it possible to create tabs in the URL after publish, like the one we see in desktop version.

We cannot get the complete same tabs as Desktop. But we can click the "of" text to call out the pages as below.

Following are the screen shots. In the report I have 4 tabs(Desktop). Can I represent the same after publish to web.

What do you mean about creating tabs in the URL? Could you please provide screenshot for this scenario in Power BI Desktop?
