Specific Users Download Data From App

Hi Everyone,

This is a little bit of an odd one but does anyone know how to limit data downloads to a specific users in an app. I know that we can shut off everyone or give everyone access but that's not what we want to do.

I'm the system admin so I could block with a group at the tenant level but that isn't the goal either.

The work around we devised is to create a separate work space and app for the users that can download from those who can't. This is less than idea but seems to be my only option. Let me know if you have run into this before as I'm interested if there is another option.
